You will see from 23360 that a Birmingham firm - Bittin & Co. sent a representative Jelly May about a project for tramways in Hong Kong which they were to carry out. They had already consulted M. Trotter, electrical adviser to the Board on their plan, & asked that he might report officially at their expense.
We asked the Board to let M. Protter report as he had been, not having heard anything from the Governor, & having telegraphed to him, we got an answer to take no steps till we heard from him, the Board of Trade accordingly did nothing.
We have since received the draft ordinance & 3 despatches from the Governor, & having referred this to the Board of Trade, have received very scanty advice from Youhe & M. Trotter. The company want to get on & says held in Hong Kong settled were of the recent telegraphic correspondence this that the Governor has told us to settle them as he is prepared to pay a fee if necessary.
The draft ordinance is to ask the Board to let M. Trotter advise us for a fee - the cause which was originally intended.
I propose to table a minute but it has the disadvantage that I see objection; he has already been privately advising the company.
On 42761 I suggested that the Govt should charge the fee but on second thoughts I am inclined to think that Govt had better pay it all.
